Tiered Staffing System
Prioritize trusted workers with internal staff, float pool, and open market tiers.
Tiered Staffing System
OnLocum's tiered staffing system mirrors how healthcare facilities actually hire: trusting known workers first, then expanding to vetted pools, and finally to the broader market. This guide explains the three-tier model and how to leverage it for optimal staffing.
The Three-Tier Model
Understanding Trust Levels
Healthcare facilities don't treat all workers equally - they prioritize relationships built over time:
TRUST HIERARCHY

└──────────────────────────────────────────────┘Why Tiers Matter
| Traditional Approach | Tiered Solution |
|---|---|
| Call internal staff one-by-one | Notify all internal staff instantly |
| Flip through contacts for known workers | Searchable float pool with notes |
| Ask around for recommendations | Verified open market with credentials |
| No tracking of worker history | Per-facility ratings and shift history |
| Same process for routine vs urgent | Cascade for routine, blast for urgent |
Tier 1: Internal Staff
Who Are Internal Staff?

- Full-time nurses not scheduled for a specific shift
- Part-time staff wanting additional hours
- PRN (as-needed) employees

Managing Internal Staff

| Sarah M., RN | ER | Full-time | Available | 0 extra shifts |
| John K., RN | ICU | Part-time | On shift | 1 extra shift |
| Mary N., CNA | General | PRN | Off-duty | 2 extra shifts |
Internal Staff Benefits
Workers in Tier 1 get:
- First notification for extra shifts
- Priority matching before external workers
- Streamlined onboarding - already in your systems
- Familiar environment - know your protocols
Note
Internal staff see shifts labeled "Extra Shift Available" with higher visual priority in the app.
Tier 2: Float Pool
What is the Float Pool?
Pre-vetted external workers who have:
- Successfully completed shifts at your facility
- Been approved by your staff
- Optionally completed facility-specific onboarding
- Demonstrated reliability and quality
Adding Workers to Float Pool
After a successful shift with an open market worker:
- Review their performance
- Click Add to Float Pool on their profile
- Optional: Require facility onboarding
- Add notes for future reference
- They're now in your Tier 2
Or proactively add workers:
- Go to Workers > Float Pool
- Click Add to Float Pool
- Search for workers by qualification
- Send invitation to join your pool
- Once they accept and complete any required steps, they're added
Float Pool Management
Your float pool dashboard shows:
| Worker | Rating | Shifts | Last Worked | Onboarding | Notes |
|---|---|---|---|---|---|

Shift Posting Configuration
When posting shifts, configure tier behavior:
-
Which tiers to notify:
- Internal only
- Internal + Float Pool
- All tiers (full cascade)
- Open Market only (bypass internal/float)
-
Wait times between tiers:
- How long before escalating
-
Worker limits:
- How many to notify per tier
Blocking Workers
Prevent specific workers from being matched:
- Go to the worker's profile
- Click Block Worker
- Select block type:
- Block from this facility
- Block from all organization facilities
- Add reason (private)
- Worker won't see your shifts or be notified
Warning
Blocked workers can be unblocked at any time. Use blocks for serious issues, not minor concerns.
Tier Analytics
Tracking Tier Effectiveness

| Tier | Fill Rate | Avg Time to Accept | Cancellation Rate |
|---|---|---|---|
| Internal | 65% | 8 min | 2% |

- Maintain relationships - Regular shifts build loyalty
- Review regularly - Remove inactive workers, add new ones
Optimal Tier Sizes
| Facility Size | Internal | Float Pool |
|---|---|---|
| Small Clinic | 5-15 | 10-25 |
| Medium Facility | 20-50 | 30-75 |
| Large Hospital | 100+ | 100-200 |
Managing Transitions
Help workers move up tiers:
- Good open market → Float pool
- Exceptional float pool → Consider permanent hire
- Poor performers → May be removed from pool
